The procedure
- Set the parking brake firmly and chock the wheels
- Turn the ignition to ACC or ON position if battery has any charge remaining
- Locate the shift lock release cover on the console, positioned directly to the left of the shifter base near the P position
- Use a flathead screwdriver or key to carefully pry off the small rectangular override cover
- Insert a flathead screwdriver or similar tool into the override slot and press down firmly
- While holding the override down, press the brake pedal (if power available) and move the shifter from Park to Neutral
- If no brake power, continue holding override down and use firm pressure to move shifter to Neutral
- Once in Neutral, remove tool and replace cover

With zero electrical power
With a completely dead battery, you will not be able to turn the ignition to ACC. The mechanical override will still function - simply pry off the cover, press the override button down with a tool, and apply firm steady pressure to move the shifter to Neutral.
