This procedure covers diagnosis and replacement of a faulty speedometer, which involves replacing the instrument cluster or addressing related sensor/wiring issues in the 2016-2021 Honda Civic 1.5L Turbo.
Warnings
⚠Disconnecting the battery will erase radio presets and may trigger relearn procedures for idle, transmission, and power windows.
⚠The airbag system is in proximity to the instrument cluster. Wait at least 3 minutes after battery disconnect before beginning work.
ℹ️Speedometer issues may be caused by wheel speed sensors, vehicle speed sensor, wiring harness, or the instrument cluster itself. Proper diagnosis is essential before replacing parts.

Parts
- Instrument cluster assembly × 1 — Use OEM Honda part number for your specific trim level
- Dashboard trim clips (if damaged) × 5 — 91560-SZ3-003 or equivalent
- Vehicle speed sensor (if diagnosed as faulty) × 1 — 28810-PWR-003 or equivalent
Preparation
- Park vehicle on level ground and apply parking brake
- Turn ignition off and remove key/fob from vehicle
- Scan for diagnostic trouble codes using OBD-II scanner and record all codes
- Disconnect negative battery terminal and wait minimum 3 minutes for airbag system discharge
- Gather all replacement parts and verify correct part numbers for your specific trim level
Procedure
- 1Remove lower steering column coverLocate the two screws on the underside of the lower steering column cover. Remove both screws using a Phillips screwdriver, then carefully pull the lower cover away from the column. Set aside with hardware.
- 2Remove upper steering column coverThe upper cover has clips at the rear. Gently pull the upper cover rearward and upward to disengage the clips. Be careful not to force the cover as clips can break easily. Remove and set aside.
- 3Remove driver side dashboard end capAt the left end of the dashboard (driver side door area), use a plastic pry tool to carefully release the end cap trim panel. It is held by clips. Pull gently outward to remove completely.
- 4Remove instrument cluster trim bezelUsing plastic pry tools, carefully release the clips securing the instrument cluster trim bezel around the gauge cluster opening. Start at the bottom corners and work around the perimeter. Pull the bezel straight back toward the rear seat once all clips are released.
- 5Remove instrument cluster mounting boltsLocate the four mounting bolts securing the instrument cluster (two at top, two at bottom). Remove all four bolts using a 10mm socket. Retain bolts for reinstallation.Torque specModule Mounting Bolts8 Nm (6 lb-ft)
- 6Extract and disconnect instrument clusterCarefully pull the instrument cluster straight back toward the rear seat approximately 4-6 inches. Reach behind the cluster and locate the three electrical connectors (main harness, secondary harness, and shift position connector on CVT models). Press the locking tabs and disconnect all connectors. Remove cluster from vehicle.⚠Do not pull cluster out too far before disconnecting harnesses or you may damage wiring. Support the cluster weight while disconnecting connectors.
- 7Inspect and diagnose speedometer issueWith cluster removed, inspect all connector pins for corrosion, bent pins, or damage. If replacing the cluster due to internal failure, verify the replacement cluster part number matches exactly including trim level and feature options. If issue may be external (speed sensor or wiring), use multimeter to check continuity and resistance values per Honda service manual specifications before replacing cluster.
- 8Install replacement or repaired instrument clusterConnect all three electrical connectors to the new or repaired instrument cluster. Ensure each connector clicks fully into place and locking tabs engage. Carefully guide the cluster into the dashboard opening, ensuring no wires are pinched behind it.
- 9Secure instrument cluster mounting boltsInstall all four instrument cluster mounting bolts finger-tight first to ensure proper alignment. Then torque each bolt in a cross pattern to specification using a torque wrench.Torque specModule Mounting Bolts8 Nm (6 lb-ft)
- 10Reinstall trim panels and coversReinstall the instrument cluster trim bezel by aligning all clips and pressing firmly until each clip engages with an audible click. Install the driver side dashboard end cap. Reinstall upper and lower steering column covers, ensuring upper cover clips engage before installing lower cover screws. Torque lower cover screws to specification.Torque specCover Screws10 Nm (8 lb-ft)
- 11Reconnect battery and initialize systemsReconnect the negative battery terminal and torque to specification. Turn ignition to ON position without starting engine. Verify all instrument cluster displays illuminate properly and perform self-test sequence. Check for new diagnostic trouble codes.Torque specBattery Terminal Bolts6 Nm (4 lb-ft)
Reassembly
- Perform power window auto-up/down reset procedure on all windows (hold up until fully closed, continue holding 2 seconds; hold down until fully open, continue holding 2 seconds)
- Reset clock and radio presets
- If cluster was replaced, mileage must be programmed by Honda dealer or qualified technician with HDS (Honda Diagnostic System) - federal law requires documentation
- Clear diagnostic trouble codes only after verifying speedometer operation is correct
Verification
- Start engine and verify instrument cluster illuminates all displays correctly with no error messages
- Perform test drive at various speeds (suggest 25 mph, 45 mph, and 60 mph) and verify speedometer displays accurate speed compared to GPS speed or radar speed signs
- Verify odometer is functioning and incrementing mileage during test drive
- Check that cruise control operates correctly if equipped (speedometer signal required for operation)
- Re-scan for diagnostic trouble codes and verify no speed sensor or cluster communication codes are present
- Verify traction control and ABS warning lights are not illuminated (these systems require speed sensor data)
