Perform a comprehensive state safety inspection of the vehicle, checking all required systems including lights, brakes, tires, steering, suspension, emissions, and safety equipment to ensure compliance with state inspection requirements.
Warnings
ℹ️State inspection requirements vary by jurisdiction. This procedure covers common inspection items but must be adapted to your specific state's requirements.
⚠If the vehicle fails any inspection item, it must be repaired and re-inspected before passing the inspection.
ℹ️Ensure the vehicle has been driven recently to bring all emission monitors to ready status. A cold vehicle or recently cleared codes may result in an automatic OBD-II inspection failure.

Preparation
- Review your state's specific inspection requirements and checklist
- Ensure the vehicle is parked on level ground
- Start the engine and allow it to reach normal operating temperature
- Verify the vehicle has current registration documents available
- Check that the VIN is visible and matches registration
Procedure
- 1Check exterior lightingVerify operation of all exterior lights. Turn on headlights and check both low and high beams for proper operation and aim. Check turn signals front and rear on both sides. Verify brake lights illuminate when pedal is pressed (may need assistant or use pedal depressor). Check reverse lights by shifting to reverse. Inspect all license plate lights. Verify hazard lights function properly. Check for cracked or broken lenses.
- 2Inspect windshield and wipersExamine windshield for cracks or damage in the driver's field of view. Any crack longer than 6 inches or within the wiper sweep area typically fails inspection. Test windshield wipers on all speeds and verify proper operation. Check washer fluid level and spray function. Inspect wiper blades for tears, cracks, or streaking that impairs visibility.
- 3Test horn and mirrorsPress the horn button and verify it produces adequate sound. Check that both side mirrors are present, securely mounted, and not cracked. Verify the rearview mirror is present and functional. All mirrors must provide clear view without significant damage or distortion.
- 4Inspect tires and wheelsCheck tire pressure on all four tires including spare using tire pressure gauge. Recommended pressure is 33 PSI cold for this vehicle (verify on door jamb sticker). Measure tread depth using tread depth gauge at multiple points on each tire. Minimum legal tread depth is typically 2/32 inch. Inspect tires for uneven wear, bulges, cuts, or exposed cords. Verify all lug nuts are present and wheels are properly secured. Check for proper tire size matching and no mismatched tires on same axle.
- 5Perform brake system inspectionWith vehicle running, press brake pedal firmly and verify it feels solid with no excessive travel or sponginess. Pedal should not sink to floor. Check parking brake by engaging it and attempting to move vehicle - it should hold the vehicle stationary on a slope. If possible, raise vehicle and inspect brake pads/shoes for remaining thickness (minimum 2mm typically required). Check brake lines and hoses for leaks, cracks, or damage. Verify brake fluid level in reservoir is between MIN and MAX marks.
- 6Check steering and suspensionStart engine and turn steering wheel lock to lock while stationary. Listen for grinding, clicking, or binding noises. With vehicle raised if possible, inspect CV boots for tears or grease leakage. Check ball joints and tie rod ends for excessive play by attempting to move wheel with hands at 12 and 6 o'clock, then 3 and 9 o'clock positions. Inspect shock absorbers and struts for leaks or damage. Check that steering responds smoothly without excessive play in the wheel.
- 7Inspect exhaust system and emissionsVisually inspect exhaust system from engine to tailpipe for leaks, damage, or missing components. All exhaust must exit behind passenger compartment. Check for loose or broken hangers. With engine running, listen for unusual exhaust sounds indicating leaks. Verify catalytic converter is present and appears original or approved replacement. Look for any modifications to emissions equipment.
- 8Perform OBD-II emissions testConnect OBD-II scan tool to the diagnostic port located below the dashboard on the driver's side. Turn ignition to ON position or start engine as required by scan tool. Check for any stored diagnostic trouble codes (DTCs). Any active MIL (check engine light) or emissions-related codes will result in failure. Verify emission monitors are in 'Ready' status. Most states allow 1-2 monitors to be 'Not Ready' on 2001+ vehicles, but catalyst and misfire monitors must be ready. Record monitor status and any codes found.
- 9Check interior safety equipmentVerify driver and passenger seatbelts are present, functional, and retract properly. Check that all seatbelt latches engage securely. Test driver's seat adjustment mechanisms for proper operation. Verify dashboard warning lights illuminate during key-on self-test, including ABS, airbag, and brake warnings. Check that speedometer and odometer are functional. Ensure door latches open and close properly from inside and outside.
- 10Inspect undercarriage and chassisIf vehicle is raised, inspect the undercarriage for excessive rust or structural damage, particularly to frame rails and subframe. Check for any fluid leaks from engine, transmission, differential, or brake system. Verify battery is securely mounted and terminals are not severely corroded. Inspect fuel tank and fuel lines for leaks or damage. Check that heat shields are present and secured.
Reassembly
- Lower vehicle if raised and ensure all wheels are properly torqued
- Disconnect OBD-II scan tool and ensure diagnostic port cover is replaced if equipped
- Turn off all lights and accessories
- Complete inspection documentation per state requirements
Verification
- Review entire inspection checklist to confirm all items have been checked
- Verify all systems tested passed inspection criteria or document failures
- Confirm no warning lights remain illuminated on dashboard except normal indicators
- Ensure inspection sticker or certificate is properly completed if vehicle passed
- Provide customer with list of any failed items requiring repair before re-inspection
